Design Layer Viewports – Some people use Design Layer Viewports to help create the document sets. The reason they do this is because it allows them to look at a design layer and see pretty closely what the drawings going to look like.

The other reason people use DLVPs  this so that they can connect one part of the file to a design layer that might be a different orientation, a different height, or the different scale. A classic example of this is to create a design  layer viewport connecting your building to your site plan.
