Had the Title block issue a few weeks ago. It does not work outside the border tool.
You might be able to force Vectorworks to use the symbol outside the Sheet Border tool, but why? it works so well with the sheet Border tool. If you don’t want it to snap to the page, toick the option “Use as Title Block.” That should give you more flexibility.
